Mohamad Mova Al’Afghani, SH, LL.M.Eur, PhD

Lead Researcher

Mova has more than 15 years of experience in water governance, environmental law, and climate resilience. He holds a PhD from the UNESCO Centre for Water Law, Policy and Science at the University of Dundee, UK, with a dissertation focusing on the role of legal frameworks in water utilities regulation. He also has an LLM.Eur in European and International Law from Universitaet Bremen, Germany with a thesis focusing on competition law in the water sector and a Bachelor of Law degree from Universitas Indonesia. 

Mova has held various research and consultancy positions relevant to water and climate. In 2022 he was consulting for the UNDP Business and Human Rights Asia Program on Water Pollution. In 2021-2022, he worked as an Expert Consultant for the Food and Agricultural Organization (FAO) Asia Pacific, conducting a scoping study on Water Tenure in Indonesia and exploring the relevance of water tenure with climate change adaptation. In 2020-2021, he was a member of the International Budget Partnership Monitoring and Evaluation (MEL) team on Climate Finance Accountability. He also worked as an Expert Consultant for the World Bank on Water Security from 2020 to 2021, conducting institutional and regulatory analysis of the Indonesian water sector.

In 2018-2019, Mova served as an Expert Consultant for the World Health Organisation (WHO), working on the drafting of new Drinking Water Quality Regulations for Indonesia. He was also a Researcher for the Raoul Wallenberg Institute (RWI) in 2018, studying the Right to Safe Drinking Water in ASEAN countries, representing RWI in the ASEAN Working Group on Water Resources Management. Furthermore, Mova has been involved in various research projects with the Center for Regulation, Policy and Governance (CRPG), focusing on topics such as water and sanitation access and communal scale sanitation.

Mova has experience working with numerous international organizations, including United Nations Development Program (UNDP), United Nations Industrial Development Organization (UNIDO), and ASEAN Intergovernmental Conference on Human Rights (AICHR). Since 2013, he has served as the Director of CRPG. Additionally, Mova has held academic positions at Institut Teknologi Bandung and Universitas Ibn Khaldun Bogor, teaching subjects such as Environmental Law and Business Law and Ethics; he is currently a global affiliate at the International Water Law Academy (IWLA), Wuhan University, China. 

 

He has published numerous articles and reports, focusing on areas such as water utilities regulation, community-based water and sanitation service delivery, and the phasing-out of persistent organic pollutants in Indonesia. Some of Mova’s  publications include “Legal Frameworks for Transparency in Water Utilities Regulation: A Comparative Perspective” (Routledge, 2016) and “Strengthening Systems and Realising Human Rights: Strategies to Progress Water, Sanitation and Hygiene (WASH)” (J Willetts, N Carrard, MM Al’Afghani IWA Publishing, 2023) as well as “Not built to last: Improving legal and institutional arrangements for community-based water and sanitation service delivery in Indonesia” (MM Al’Afghani, J Kohlitz, J Willetts, Water Altern 12 (1), 285-303) and “Strengths and Limitations of The Constitutional Court’s’6 Basic Principles’ as a Normative Guidance in Resolving Water Conflicts” (Constitutional Review, Forthcoming).

 

Mova has contributed to research projects, including “Water Tenure in Indonesia” for FAO, “Indonesia Vision 2045: Toward Water Security” for the World Bank, and Regulation and Policy Concerning The Provision of Drinking Water for Urban Poor/Bottom-40 Communities for USAID-IUWASH.  He has presented his research at various workshops and conferences, including the 5th Indonesian Constitutional Court International Symposium, Law and Society Association 2021 Annual Meeting, the 2nd ASEAN International Conference on Energy and Environment, and the Open Government Partnership Global Summit and many others.
