RENAKSI: Indonesia's National Action Plan for Blue Carbon Ecosystems 2025-2030

Executive Summary

Indonesia has launched RENAKSI (Rencana Aksi Nasional Perlindungan dan Pengelolaan Ekosistem Karbon Biru) 2025–2030, a comprehensive national action plan to strengthen climate mitigation through the protection, restoration, and sustainable management of blue carbon ecosystems. This strategic initiative positions Indonesia as a global leader in ocean-climate action, leveraging the nation's vast blue carbon reserves—approximately 17% of the world's total.

Indonesia's Global Blue Carbon Position

Indonesia holds unparalleled blue carbon resources that play a critical role in global climate regulation:

  • 3.45 million hectares of mangrove forests (20% of global mangrove reserves)
  • 660,000 hectares of seagrass meadows
  • Salt marshes and other coastal blue carbon ecosystems

These ecosystems sequester carbon more efficiently per unit area than most terrestrial forests, yet their contributions to national greenhouse gas reduction targets remain underreported in climate calculations.

Core Framework: Science, Policy, Monitoring, and Finance

RENAKSI provides a practical framework that links four essential components:

  1. Science: Evidence-based understanding of blue carbon sequestration and ecosystem dynamics
  2. Policy: Aligned with Presidential Regulation No. 110 of 2025 on Carbon Economic Value
  3. Monitoring Systems: Tracking ecosystem health, carbon sequestration rates, and conservation progress
  4. Finance: Sustainable funding mechanisms linking blue carbon protection to climate finance instruments

21 Action Items for Implementation

The RENAKSI document identifies 21 priority action items designed to translate policy into concrete programs with direct societal impact.

GEDSI Principles: Inclusive and Equitable Implementation

RENAKSI explicitly incorporates Gender Equality, Disability, and Social Inclusion (GEDSI) principles throughout all implementation strategies.

Alignment with Indonesia's Climate Commitments

RENAKSI directly supports two major national climate targets: Indonesia's Nationally Determined Contribution (NDC) and the FOLU Net Sink 2030 target.

Policy Framework: Presidential Regulation No. 110 of 2025

This regulation establishes the legal foundation for RENAKSI implementation by creating a carbon economic value framework for trading mechanisms.

International Partnerships & Support

RENAKSI was developed through collaboration between multiple Indonesian ministries and international partners including MMAF, MoE, MoF, GGGI, the Government of Canada, British Embassy Jakarta, and the World Economic Forum.

Implementation Timeline

  • 2025–2026: Policy finalization and institutional coordination
  • 2026 Ocean Impact Summit (Bali): Indonesia will present RENAKSI commitments
  • 2025–2030: Full implementation cycle with monitoring and adaptive management
